Mr Kugan's undergraduate medical training was based at University of Aberdeen from 1993-1998. He completed his specialist orthopaedic training at Oxford Deanery in 2012. He completed BOFAS recognised Foot and Ankle fellowship in England and an International Fellowship at Switzerland under Professor Hintermann in 2012. His frame fellowship was based at Nuffield Orthopaedic Centre, Oxford.

Mr Kugan is an established Consultant at Gloucestershire Royal Hospital. During this time he has developed his elective foot and ankle service providing a wide range of operations from minimally invasive bunion surgery to ankle replacement to complex multilevel foot surgery. He believes in one stop surgery for foot and ankle problems and he also takes on the acute foot and ankle trauma cases.

Mr Kugan is one of the dedicated trauma specialists at Gloucestershire Royal Hospital. Part of his commitment involves treating complex fractures. He has taken the lead in developing the unique orthoplastic service at Gloucestershire Hospitals NHS Trust and also leads the frame service.
